Board members

Our Trust Board comprises non-executive and executive directors who are jointly responsible for the effective management of Royal Surrey NHS Foundation Trust. 

Led by the Chair, our non-executive directors use their knowledge, skills and experience to help the Board formulate Trust strategies, and support and promote a healthy organisational culture. They hold the Board to account by challenging its decisions and outcomes to make sure they are satisfied that our organisation is operating with financial and operational integrity, and in the best interests of patients and the public. 

Led by the Chief Executive, the executive directors are our most senior managers and are responsible for the day-to-day running of the Trust, including matters on strategy and operational management, as well as any issues regarding staff or patients. 

Both the non-executive directors and the executive directors regularly speak with patients and staff, listening to their views, ideas and concerns.

Tom Smerdon - Group Director of Neighbourhood Health

Tom has extensive experience in the NHS, having worked at executive level in operational management and strategy across the acute and community sectors. He recently served as interim CEO for CSH Surrey, a social enterprise providing NHS community services in the NW Surrey area. Prior to that he led the strategy function at ASPH, developing corporate and clinical strategy and providing executive leadership of transformation across the NW Surrey health system.

He has also led non-elective service delivery at ASPH as well as a range of corporate functions including the ASPH charity and estates and facilities. His involvement in the health system of NW Surrey spans over 12 years and he has been actively involved in and led key transformation programmes over that time.   

His NHS career started over two decades ago, with senior operational management roles at UCLH and Great Ormond Street Hospital. In the earlier part of his career, he worked in the oil industry, environmental management and consultancy, and online education.   

Tom is currently studying for a PhD in organisational change. He has a particular interest in people’s experience of health and care services as a part of their overall approach to personal wellbeing.
